Lilyana Borisova

Policy and Regulation Expert, VATM

Lilyana Borisova holds a Masters degree in Law from Sofia University, Bulgaria, and a Bachelors degree in Asian Studies from University of Bonn, Germany. She has experience as a policy officer at a boutique consulting company focusing on digital services in the health sector as well as at the European Commission in the field of telecommunications. After a research residency at Duke University School of Law dedicated to the role of data gathering in the healthcare sector, Lilyana joined the German Association of Alternative Providers of Telecommunications Services (VATM) as a Head of its Brussels Office.

At VATM, Lilyana is shaping the European telecommunications law and policy with a focus on connectivity and digital infrastructure. One of her main priorities is to promote the dialogue between the German industry and the European institutions.
